My dear fellow Chicago members of the Faith Community, Mayor Rahm Emanuel and Chicago police superintendent Garry McCarthy in their effort to tamp down a stubbornly high level of city violence are pushing a minimum sentencing proposal in Springfield. The bill, sponsored by Democratic state Rep. Mike Zalewski, calls for more time behind bars for possessing illegal weapons. It increases penalties for unlawful use of weapons, including by felons or gang members. It would make probation less likely, imposing minimum prison sentences of three years in many cases. It would also require that offenders serve at least 85 percent of their sentences, up from 50 percent. Although Emanuel, Police Superintendent Garry McCarthy and Cook County State’s Attorney Anita Alvarez said the measure targets repeat offenders and those who own guns illegally, we can’t believe the hype! We lived through the 80’s and 90’s when we were so-called fighting a war on drugs. We stood by and let lawmakers pass mandatory minimums for those violent drug offenders but what we saw were laws that were applied with iniquity and caused damage to our community that will take at least another generation or two to recover from. While we do want to reduce the crime and gun violence in our community we have much researched data and empirical evidence that shows us the way to be most successful in dealing with the problem of young people in our community with too much time on their hands and not enough resources are with investments in social programs to strengthen neighborhoods, help with building family structure, and education, not prisons! I implore you to please contact your state and senator and voice your concerns about this move. Health Insurance info: Winnebago County Health Department Is Awarded a Grant to Assist ACA Outreach and Enrollment Health Insurance Marketplace Recruits Community Groups Across Illinois to Educate the Public on Health Care Options Winnebago County Health Department (WCHD) announced today it is one of 44 community-based organizations around the State of Illinois that was selected by the administration of Governor Pat Quinn to participate in the outreach and enrollment effort for the Affordable Care Act (ACA). The selected organizations will be conducting outreach, providing education and facilitating enrollment in the Illinois Health Insurance Marketplace. Enrollment in the Marketplace will begin on Oct. 1, 2013 with pre-enrollment activities beginning this summer. “Winnebago County Health Department is very proud to have been selected to participate in the effort to launch the Illinois Health Insurance Marketplace,” said Winnebago County Health Department Public Health Administrator, Mike Bacon. “We know that there is a great need for affordable health coverage in Winnebago County, and we look forward to working with our partners to help educate the public about the options that will be available through the Marketplace.” Winnebago County Health Department received a grant of $750,000 and has submitted a detailed plan to the state describing how it will use the funds to conduct outreach, education and enrollment activities. The group is partnering with the following organizations in its effort: OSF Saint Anthony Medical Center, Rockford Health System, SwedishAmerican Health System, Rock Valley College, Lifescape Community Services, United Way of Rock River Valley, Rockford Health Council, YWCA Rockford, City of Rockford Human Services, La Voz Latina, and TASC, Inc., The state has received federal funding to cover the start-up costs and the first year of operations of the Marketplace. Over the coming weeks and months, selected staffers from Winnebago County Health Department and partner organizations will take part in an intensive training program designed to prepare them to educate consumers about the ACA and their health care options. The grants were awarded through a competitive application process administered by the Illinois Health Insurance Marketplace in cooperation with the Illinois Department of Public Health (IDPH). “We know that many of those who are eligible for subsidized coverage through the ACA have never, or rarely, had access to comprehensive health coverage. Our goal is to help them make decisions about what kind of health care coverage best suits their needs,” Marketplace Director Jennifer Koehler said. “We have a big job to do between now and Oct. 1 in terms of educating our target population about the opportunities for quality coverage available to them through the Health Insurance Marketplace.” “The ACA presents an historic opportunity for us to improve the overall health of the people of Illinois,” IDPH Director Dr. LaMar Hasbrouck said. “We are very fortunate to be able to partner with these dedicated community groups from all across the state to help us get the word out and ensure that every eligible person in Illinois who needs health coverage is able to obtain it through the Marketplace.” Enrollment in the Illinois Health Insurance Marketplace will begin on Oct. 1, with coverage to start Jan. 1, 2014. The Marketplace will be accessed through a user-friendly website where individuals, families and small businesses will be able to compare health care policies and premiums and purchase comprehensive health coverage. Those with income between 138 percent and 400 percent of the federal poverty level will receive subsidies on a sliding scale if they obtain coverage through the marketplace.
