Ray Long and Monique Garcia, Chicago Tribune reporters 12:04 a.m. CST, December 3, 2013 SPRINGFIELD— — Illinois lawmakers on Tuesday are poised for a landmark vote on fixing the state’s financially out-of-whack government worker pension system, testing long-standing political allegiances among both political parties. For Democrats, a vote to cut retirement benefits could alienate public worker unions that provide campaign contributions and foot soldiers at election time. Republicans, meanwhile, were split. Hard-liners argued that the agreement doesn’t do enough to cut pension benefits for state workers, and others contended the measure inflicts too much pain on employees. Business groups jumped on board, providing Republican lawmakers with a measure of political cover. While understanding the proposal to erase the state’s pension shortfall requires advanced math skills, it was the political risks that left rank-and-file lawmakers doing some calculations of their own Monday as they weigh whether to vote for or against the sweeping changes. They include raising the retirement age and scaling back cost-of-living increases. “It’s a scary vote for all of us,” said Rep. Greg Harris, D-Chicago, who indicated he expects to support the bill but worries if the needs of the state and the retirees are “balanced together in the best way possible.” Legislative leaders and Gov. Pat Quinn worked to win support for what the governor called “the most important fiscal vote that will ever be taken by the General Assembly in my lifetime.” An outline of the deal was released Friday, but details continued to emerge Monday about the impact of a bill that lawmakers will have had about 24 hours to digest. The idea is to stabilize a pension system that carries a worst-in-the-nation $100 billion debt. The deficit is the result of governors and lawmakers failing to set aside enough money for pensions and adding retirement perks that increased costs. In addition, financial markets that held state pension investments underperformed during the Great Recession. The catch-up costs grew steeper every year. Under the proposal, the state would spend the next three decades knocking down the pension debt through a complex formula. The short version: Government workers would get less in benefits, and the state would put more money into the retirement system. More specifically, if no changes are made, the state would be on the hook for about $374 billion in pension payments over the next 30 years. With the proposed changes, the state’s price tag over that same period would drop to $214 billion — a savings of $160 billion.
