On December 23, 2013, the Red Hill CUSD #10 will conduct its first “active shooter” drill at Bridgeport Grade School beginning at 10:00 AM. This drill will be conducted without any students or staff on the premises. This drill is being conducted in conjunction with the Bridgeport Police Department, Sumner Police Department, Lawrenceville Police Department, Lawrence County Sheriff’s Office, and Lawrence County Emergency Management Agency. Residents in the area will notice several emergency vehicles at Bridgeport Grade School during this time. Drills of this nature are now required to be held in every school building in Illinois annually after the Illinois General Assembly passed SB1625 in 2013. Governor Pat Quinn signed the legislation into law in July of 2013. Any questions regarding the drill can be directed to Superintendent Matt Seaton at (618) 945-2061.

Pension Reform Signed into Law by Douglas Edwin Governor Pat Quinn recently signed into law historic pension reform legislation for the state’s pension systems. The new pension reform is meant to eliminate the state’s unfunded liability and fully fund the pension systems. Upon taking office in 2009, Governor Quinn inherited the worst funded pension crisis in the nation. Governor Quinn made pension reform his top priority, and earlier this year suspended legislative salaries and refused his own salary until a bill for reform reached his desk. “Illinois is moving forward,” Governor Quinn said of the signing. “This is a serious solution to address the most dire fiscal challenge of our time. I applaud House Speaker Michael Madigan, Senate President John Cullerton, House Minority Leader Jim Durkin, Senate Minority Leader Christine Radogno, Senator Kwame Raoul, Senator Daniel Biss, Representative Elaine Nekritz, Representative Darlene Senger, Senator Bill Brady, members of the conference committee, and legislators from both parties who made this day possible. Working together, we will continue to build a brighter future for the people of Illinois.” Senate Bill 1, sponsored by Senator Kwame Raoul (D-Chicago) and Speaker Michael Madigan (D-Chicago), will fully stabilize the pension system to ensure retirement security for employees that have contributed to the systems. “I was convinced that standing fast for substantial savings, clear intent and an end to unaffordable annual raises would result in a sound plan that will meet all constitutional challenges.” Speaker Madigan said of the signing. Governor Quinn was praised for his prioritization of the pension reform, as well as the bipartisan efforts to get it done. “This is a major step forward in putting Illinois on the path to financial recovery,” Senate Minority Leader Christine Radogno said. “It is the result of bipartisan, bicameral negotiations, after a great deal of debate and discussions. It will demonstrate to the credit rating agencies and job creators that we are serious about turning Illinois around. This is not the only step we need to take to get Illinois back on track, but it is a significant step at a time when doing nothing would only make our problems worse. I’m proud of the bipartisan effort and its result. Now we need to build on this momentum.” The new law will slow the cost of living adjustments (COLA) for employees, and pause the COLA every other year upon retirement, with the number of pauses being determined by current age. As a result, the law reduces the amount of money current employees will pay into their pensions by one percent. The new law, which goes into effect on June 1, 2014, has already improved the outlook on Illinois’ economy. After the signing of the bill, Standard & Poor’s rating agency improved its outlook on Illinois’ bonds from negative to developing. “The change reflects the consensus reached on pension reform, which we believe could contribute to a sustainable path to fiscal stability.” Robin Prunty, Standard & Poor’s credit analyst, said in the revised outlook document. Governor Quinn responded to the improved outlook. “I am pleased the ratings agencies are recognizing that Illinois is moving in the right direction,” Governor Quinn said. “As I’ve always made clear, one of the many reasons to resolve Illinois’ pension crisis was the negative impact it had on our bond rating, which cost taxpayers more money to finance critical repairs and improvements to roads, bridges and schools.”
